Delivery Point and FIM-A

The Delivery Point barcode on envelopes would be greatly improved in MS Word
if it was correctly under and to the right of the delivery address. Having
it above the delivery address can cause a delay in delivery from the USPS
(USA), as it is entirely computer read.

Not at all. The USPS equipment is quite capable of reading it in either
location. See page 51 of http://pe.usps.gov/cpim/ftp/pubs/Pub25/pub25.pdf,
which in fact states that "The address block barcoding option is the most
desirable method."
