Delivery/Read receipts not Working

I have a tablet PC connected via Exchange SERVER 2000.
My delivery/read receipts work OK through Outlook 2000. If I create
something in Journal on the tablet PC , then send it via outlook, I get no
receipts at all.

Anybody come across this ?
