Delivery Reciepts for Outlook not working inside

When I select to give a delivery reciept for when I send to peaople inside
the company I never recieve them. When I request a delivery reciept for
people outside the company I do get a confirmation that the message was
relayed succesfully to the recipeint. Why when I send to inside users I get
no reciept that it was delivered?

inside users get to choose whether a reciept is sent, maybe they choose not
to. In fact, you can pick "never send a reciept" and then it never does and
never asks you again.

Delivery receipts are handled by the server and and not configurable on the
client. You can ask for one, but the server may or may not respond,
depending on how it is configured. You can ask for a read receipt and you
may or may not get one. In an Exchange envirnoment, I believe that the
administrator can choose whether or not receipts are honored and the client
doesn't get a choice.
