I found this 6 month old question:
Most of the answers were along the lines of "OneNote's probably not
supported on a server".
I'd it's really because you're running OneNote for the first time,
you're logged in as a non-admin, and OneNote it's trying to register
itself. Log in as an admin, run OneNote, register, and the error will
go away.

I have downloaded and installed the OneNote Demo to a Windows 2003 Server
machine. We are using terminal services to connect to the server. When I
try to open OneNote, I get the following message,
"This feature is not available. For more information, contact your system
administrator."
