I don't think you can do this without also forcing the administrator to create
all projects.
According to the Project Server 2003 Security Group Guide, the New Project
global permission
"Allows a user to save and publish projects to the Project Server database from
Project
Professional by using the Save to Project Server dialog box or the Import
Projects Wizard."
The Save Project global permission is required to save a project.
So if you restricted the Create Project global permission to the administrator
and then
have the administrator create projects on demand from the PMs, it could work.
For a Project Management Office (PMO) driven organization this might make sense.
However in my experience most organizations do not require and would not easily
tolerate
this level of centralized control.
My recommendation would be to use a policy approach to the problem. Prohibit
the use
of the project import tool by organization policy/practice. If an individual
fails to conform to
organizational policy, you could then respond by removing the Create Project
permission
for that individual.
