Departmental Contact folders in the global contact list

I don't think this is possable with Exchange 2003 and Outlook 2003 yet, but
what I would like to be able to do is....

Have one master list of contacts for the entire company. But being that
people in engineering will have contacts that others will almost never need I
would like to have the ablity to make a folder for example "Engineering"
inside the global contact list so that the Global contact list isn't over run
with departmental contacts that maybe only 10 - 15 people need. I would also
like to see seemless intagration with the Global Contact list and the
personal contact list inside of outlook. Why is it that if I want to send an
email to someone that is in the personal contact I have to physicaly select
that contact list? I think it would be so much better if outlook could scan
the and compile a per seat list, Complete company + personal contact list.
