Deploying custom MSI package with transform for Project Pro 2003

Hi MS Project Community,

I have done this many times, but finaly hit a snag in something that escapes
me. I am deploying a custom MSI + Transform and I am hitting a brick wall on
some workstations. I am getting an Event ID 11708 almost as soon as I launch
my silent install. I have checked AD Group membership and permissions on the
share, even did a push out to the domain controllers to make sure the
permissions propogated to the other DCs. I can access the shares, have local
Administrator rights on the workstation and can install the generic MSI no
problem directly from the share.

Here is the kicker, I can succesfully deploy the package to other
workstations and it only seems to be isolated to these specific workstations.

I started noticing the issues when I set to cache the transform locally in
CIW, even deleteing the cached transform, recreating the trasnsform to not
cache and rebooting the workstations I get the same problem.

Any thoughts, the Event ID is a catch all generic one...but still seems to
be permissions related.
