Deploying custom templates

Can this feature be defined to work offline as well?
Is this somehow connected to Office Groove Server?

Groove templates can be deployed by simple propogation. That is, add a Groove
form template to your workspace and then invite others to your workspace.
Each person that accepts your invitation will also get that Groove form.

Once a user has a the Groove form, they can work offline or online.

No Groove server needed.

I was taking about Office templates, and not Groove templates.
My need is for an enterprise office-templates synchronization mechanism,
that will allow all the computers to have templates available even when off
line.
