Deploying OWC 2003 - Licence

Hi,
I have a solution based on OWC 2003. Those components doesn't work fully
(they are read only) if you don't install Office 2003.
The question is, if you buy the licenses, but it has a high cost to make a
full deployment of Office 2003 and you want to keep the previous Office
versions installed but install OWC 2003. Is there any way to install just
the licenses? Is there any way to make OWC work with all its features?

In a nutshell, yes but you will need to create a licence package file.
Google for this. I'm no expert on licencing but you will first need
enterprise edition of the product in order to create the package file. The
licencing agreement also comes with an implied use of installing the product
at some point in the future.
