Deploying Project Outlook Components to non admins

How can we deploy the Outlook PWA com add-in to non admins?

Our team members are all domain users.
They *dont* have admin on their local machine.

We use an admin to install project web access, including OL components
but it only shows up in OL2k3 for that admin user. When the normal user
logs in the project components are not visible and the user does not
have the ability to add a com add-in, despite the fact that the com dll
is physically installed on the box.

How do we geta around this without compromising security by making our
standard users administrators?

Have the admin elevate the individual user permissions before the
installation, and reset them afterwards. Elevate them to power user.

profile.
