Descriptions of Commands

In Excel 2000 and XP, when I went to Customize a menu or a toolbar, there was a Description Button on the dialogue box that gave a quick summary of what a specific command did. I don't see that button now that I'm in 2003. Is there an equivalent elsewhere?
Is there a collected list of what various commands do posted somewhere?

Also, how do I cross-post? I'd like to cross-post this to other boards, but I keep getting an error message when I try, say: microsoft.public.excel.generalquestions
