Desktop Alert should have a permanent "ON" setting

In all previous versions of Outlook (that I can remember), the desktop alert
remained visible until I closed it. Now it is only visible for a maximum of
30 seconds. Why was this changed? Can future versions be able to stay on
permanantly until the user closes it manually? Or is there some setting in
Outlook 2003 that will allow the desktop alert to remain on permanently?

Two different alerts - you can create a rule to display the dialog you had
before and it will stay up until you dismiss it.
