different programs can be easily accessed?

No, but you can drag shortcuts to a custom toolbar you can create from the
taskbar.

You can place any program shortcut you wish in the Quick Launch toolbar.
You can enable it in Toolbars selection after you r-click on the
Windows Taskbar.
