Detect and Repair daylight savings time in Outlook?

One of our users appointments are off by an hour. Daylight savings is not
checked in Outlook 2003. Windows time is correct. When I activate daylight
savings in Outlook, Windows time is off. If I change the time for Windows,
Outlook daylight savings is off? Can Detect and Repair fix this?
