"Detect language automatically" won't stay off (Word 2003)

This is a Word 2003 problem. I frequently have to produce English
documents that contain passages of Dutch (quotations) here and there.
I define those passages as Dutch via Tools-Language-Set language. I
have "Detect language automatically" set to OFF. The problem is that
it won't stay off. It constantly turns itself back on after a few
minutes. The passages that I defined as Dutch have become English. Any
suggestions?

Create a style for the Dutch Quotations. Make sure that the style in based
on NO Style, make sure to assign the Language as Dutch with AutoDetect off.
Now when you insert your Dutch quotes, make sure they are assigned this
style. That should stop any recurrence.
