determining a resource outline code

Hello, I have been digging around the database and I can't make too much
sense out of any of it.
What I am trying to do is find out for a particular user what a certain
resource outline code / field of theirs is.
Could someone please tell me where this information is stored in the
database and also whether I should be using MSP_WEB_RESOURCES or
MSP_RESOURCES.
