determining if Now() is within Daylight savings time

With Daylight savings come to an end in about a month, is
there a way for a macro to determine if NOW() or a date
input by a user falls within Daylight Savings Time or not?

I'm asking because we have a macro that formats files
(deletes unnecessary rows and columns) and because of the
time change, the pre-formatted file will change slightly
from what the pre-formatted file is today, because the
file generated is based on hours of operation and those
will be shortened by an hour in November.
