Developers Extensions

Does Office XP (2002) Developer Edition come with developer extensions? I
want to let people without Access view my database.

Is 2003 better? If so, why?

In O2K2, it is known as MOD XP (Microsoft Office Developer edition XP) which
includes O2K2 Professional + Access XP run-time files + PDW (Package &
Deployment Wizard) and other Tools.

Not sure which one is better as I haven't used the Access run-times in A2K2
or A2K3.
