Developing the database after splitting

I'm not sure if this comes under security or design (maybe both)

I have confidentiality/security issues with hourly pay rates so it has been
recommended to me that I split the database (I have just found out that is
very easy to get passed the password by simply creating a new database and
importing the tables!!!!)

What I would like to do is have the front end form on the company intranet
site. Are there any websites that can help.

A second query I have is whether I can have a back-end on a local drive and
the front end on the server?
