DHTML mouseover underline problem FP 2003

In FP 2003 I cannot get DHTML Effects - mouseover -
format - font to work when I choose "underline" if there
is any other formatting done to the text (such as center,
color, etc). Mysteriously, the other DHTML Effects -
mouseover -font formatting, such as "All Caps"
or "Strikethrough", etc. work just fine.
I would appreciate any help on this!

Html font formatting rules over CSS formatting (Dhtml)
- remove all html formatting and apply them using styles
