dial up connects, comes back with error saying server may be busy

i have set outlook with correct info ref to my email account server.
dialing takes place and connection is made then drops out.
error message server may be busy or modem may not be connected every time
used.
if i connect thro tiscali direct then it works ok
this is a new computer dell
i have the same problem outlook express 6
