Dialer does not place phone call, instead it uses Internet Call.

Whenever I try to dial from Access, the
dialer tries to use Internet Call instead of Phone Call,
even if at the Dialer setting, Phone Call is set as a
preferred call. Internet call does not seem to work if I
use comma "," to slow down tehdialing. How can I correct
this? Can anyone help?
