dialog box is open

I am getting a message saying a dialog box is open. close it and try again.
This happens when I try and create a new mail message. However there is no
dialog box open.

Outlook 2007 service pack 1 for office installed. No add-ins installed.

I noticed when I launch Outlook the user information dialog comes up and then
disappears. I wonder if that is what it thinks is still open? When I go to
the trust center I can not even look at add-ins.

You'll have to fill in the user information dialog.
You can do this via Word as well while you have all other Office
applications closed;
Office Logo in left upper corner-> Word Options-> Popular-> Personalize your
copy of Office
