Dictation Video video.mht does not load

After setting up Office XP to use dictation. Office XP attempts to load
a file video.mht. It fails to load in IE6. I tried to copy the file to
another computer and the same thing happens (IE just hangs trying to
load the file. Progress bar makes it 1/2 way to loading).

Is the file corrupt or am I doing something wrong?

If corrupt how do I get it off the CD?
