I could swear I saw it a while back in my Action Pack, but went to
install it the other day and couldn't find it anywhere. I then looked
through the list of contents online and on the paper printouts that
came with each action pack and update, but don't see it listed.

Looks like I may not need it though, I had always thought Groove was a
client/server
architecture like Outlook/Exchange, but I now have sharing working on
the LAN
and am testing to see if this will work through a firewall as well
with our Richmond
office. If it does, then my work here is done. I would have done
this MONTHS ago
when I received Office 2007 Enterprise as part of the Action Pack....
I've been
waiting and waiting for server and bugging Microsoft to include it
with the July
Action Pack quarterly update. I even had a 64bit server ready and
waiting to go.

Groove is a hybrid P2P solution.

It does not necessarilly need servers, but for crossing firewalls,
optimizing synchronisation, you would need a relay server or relay servies.

You may want to manage the Groove users (define security policies,
disable/revoke users when they leave the company, ...). For this you
need the Groove management server, or equivalent services

Groove Enterprise Services would be a good solution for SMB.
Groove servers are targeted for larger accounts.
