diference between Junk email folder and Spam folder

Here in my office we use Windows SBS and Outlook 2003 in the desk, but user's
messages gets trap in the SPAM folder, I trying to avoid that how I do it?

The spam folder is from a third party addon. It is not part of outlook.

I thought this was the case - but I just bought a new laptop for my boss and
she as the junk e-mail folder and the spam folder - their isnt a 3rd party
program loaded on here for spam?

there is a 3rd party program somewhere - most like the antivirus software.
