The solution to your problem doesn't have to use a macro.
Create a new template. Change the top/bottom page margins and the line
spacing of the paragraph format for its Normal paragraph style, so there are
34 lines per page. In the US, this would mean an 8.5 x 11-inch page, 1-inch
top and bottom margins, and 19-pt exact line spacing, with no Space Before
or Space After, and with Widow/Orphan Control turned off. It helps to turn
on line numbering temporarily (this is in the Page Setup dialog, on the
Layout tab) and fill the page with text so you can see how many lines there
are.
In the Page Setup dialog, on the Layout tab, check the box for Different Odd
and Even headers/footers.
Put the cursor in the Odd Footer area, and insert a text box that extends
above the footer to cover the bottom four lines of text. Go to Format > Text
Box. Set the line color and fill color to None. On the Layout tab, click the
Square wrapping style. Close the dialog, close the footer area, remove the
sample text and line numbering, and save the template.
Create your document based on this template. Every even-numbered page will
have 34 lines, and every odd-numbered page will have 30 lines (because the
invisible text box forces four lines to flow to the next page).
