difference between front page 2002 and 2003

I am trying to publish my website using FrontPage 2003. My hosting provided
supports Front Page and installs extensions on the server so you can publish
with it, but i keep getting an error as follows...."unable to open
"http://rbcmonthly.com"

They say that there shouldnt be a problem and they test it out with front
page 2002 to test it, which is useless to me. they also have other clients
using 2003. is it something im missing.....i take the follwoing steps to
publish my site.....
Steps:
Open FrontPage program
File, Open Index page for the web site that I created
File, Publish Site
Select "FrontPage of SharePoint Services"
Type in name of Remote Web Site Location: "http://rbcmonthly.com" (also
tried www...)

please help

After you open FrontPage, you must open your *web*, not just a page.
File | Open Site
(you don't open file | page)
Then, once the site is open, File | Publish Site

Open FrontPage program
File, Open Site
Typed in site name: http://rbcmonthly.com
Error message: the folder "http://rbcmonthly.com" isn't accessible. The
folder may be located in an unavailable
location, protected by a password, or the filename containes a / or \.
Tried adding / and \ to the URL name, same error occurs.

any thoughts, thanks for your help in advance.
