Difference between permission "View Project View" and "See Projects in Project Views"

In Admin->Manage users and groups->Users->Global permissions: Set
user's global permission, you can set the permission for the attribute
"View Project View".
What is the difference with Admin->Manage users and
groups->Users->Categories: Select the category that can be accessed by
this user, the attribute "See Projects in Project Views"?

I know that with the latter you can set the permission on Category
level for each Category the user is a member of but why the difference
in "Viewing" and "Seeing" Project Views?

Which permission takes precedence?

First of all, you should rarely if ever set individual permsissions for
individual users in PWA. Instead, constrol the permissions for users by
adding them to Groups in PWA and setting the permissions as needed in the
Groups.

To answer your question, when a user clicks a project link in a Project
Center view, the first permission allows the user to see a detailed Project
view of the selected project. The Category permission determines which
projects the user can see in the detailed Project view. Hope this helps.
