Can anyone tell me (or point me in the direction of information) what the
difference(s) is/are between Project Server versions 2002 and 2003?

Thanks in advance!

2003 is much more stable than 2002. Of course 2003 is the one that Microsoft
is currently selling. Beyond that quick highlights include:

It works with WSS not STS, much improved functionality and the Addition of
risk management
Active directory synchronization
The ability to lockdown reporting periods and timesheet management
enhancements
Data displays are printable and exportable throughout the interface
Nicer look and feel
