Differences between W2K and XP Using VB6 to start and stop Excel

Why is it that the VB6 code I have written works fine with windows 2000 pro,
stopping excel(quit) and using the same code but complied in Windows XP
environment won't stop any instance of excel that the VB6 code has initiated?
