Different "Publish" options

When I perform a “Publish: All Information†action, is this the equivalent of
performing all of the other Publish options? (New and Changed Assignments,
Project Plan, and Republish Assignments)

If the answer is no, what are the differences between all of the publish
options?

No. When you click Collaborate - Publish - All Information, Microsoft
Project Professional simultaneously does the following two operations:

1. Collaborate - Publish - Project Plan
2. Collaborate - Publish - New and Changed Assignments

If you perform the above two steps separately, step #2 allows you to edit
the text of the e-mail message sent to team members notifying them of new
task assignments. If you perform the steps using the single All Information
option, then you cannot edit the e-mail message.

The Collaborate - Publish - Republish Assignments step is only used for
specific situations such as:

-- Taking over as the manager of someone else's project
-- Redisplaying a hidden task on a team member's timesheet
-- Pushing historic actuals to team members' timesheets after importing an
in-progress project
-- Adding additional published fields to each team member's timesheet
