Different rates for a single Enterprise Resource across multiple projects

I think that I know the answer to this question but I want to confirm
before I commit to the user.

Is there anyway to set up Project Server 2003 so that a project manager
can make changes to a resource's rate that will only affect the
resource for that project and will also be saved? Currently if a
Project Manager changes the rate, an error pops up saying that the
value is set at the Enterprise level and will not be saved.
From other posts, I've seen that you can set up different cost rates in
the Resource Information but that would involve our administrator
having to set up all the individual rates for the Project Managers'
resources which is certainly not ideal. We would much rather leave it
up to the inidividual Project Managers.

The only way that a PM could do what you require is if the PM has permission
to edit the Enterprise Resource Pool. Even then, each PM would need to
enter the alternate rates in Cost Rate Tables B through E for the resources
in question. After saving and closing the pool, the PM would need to assign
resources to tasks, and then would need to apply the Task Usage view and
insert the Cost Rate Table column so that he/she could select the
appropriate Cost Rate Table for each task assignment. To simplify things, I
would recommend that your Project Server administrator (or his/her
assistant) open the Enterprise Resource Pool and enter all of the possible
rates for each resource. Hope this helps.
