Difficulty inserting a border

If I try to add a horizontal border below the top line of a document,
Word 2000 insists on putting a box around the text. Why?

If I place the border below the *second* line, it works OK.

What is so special about that first line please?

If you are selecting the text to put borders around, Word makes the
assumption that you want to add borders to the selection; such borders
will always be a "complete box". What you need to do is to add borders
to the *paragraph*, which gives you more control. (If necessary you can
press ENTER at the end of the first text line to make it a separate
paragraph.) In the Borders and Shading dialog box, click the Border tab,
and make sure that "Apply to" reads "Paragraph". Click a border "Style".
Then click in the preview picture to put a border below the paragraph.
