Access is interfering with other programs. How do I
efficiently disable it?

What is it doing? What messages are coming up?

Control Panel >> Add or Remove Programs. It may be under Microsoft
Access but is more likely to be under Microsoft Office Professional.
Or it may be a runtime of another app you have installed. In which
case you'll have to uninstall that app.
