Disable automatic accented characters

In Office 2000 (and other versions) you can get accented
characters by typing CTRL+<accent_key> and then the letter,
as described in MSKB article 269750. However on my system
it also does this if I don't hold the CTRL key!
This is very annoying, since everytime I use single quotes
I end up with accented letters...

How can I disable this 'feature' ?
