disable automatic underlining

I want a line of underlining one line below the text. When I try to do this
WORD snaps the line upward to the text as some special kind of underline that
CANNOT BE REMOVED. The only way to get rid of it is to delete the text. Is
there any way to disable this officious, annoying feature?
