Disable COM Add-In functionality

Hi.

We are desperate to figure out a way to disable the COM
Add-In button in advanced properties in MS Outlook 2000
(and later). In order to "Lock down" outlook, we do not
want users to be able to add or more importantly, remove
our COM Add-Ins because they include security features.
This seems to be one of the only pieces of functionality
that cannot be turned off in the Security Policy Editor.

If you install it for all users on a machine I believe it will not appear as
an AddIn and cannot be turned on or off. (Except via manual Registry
manipulation)

If you install the add-in as "available to everyone", the registry key is
created in HKEY_LOCAL_MACHINE instead of HKEY_LOCAL_USER. An addin machine
level availability will not be listed in the Com Add-Ins form. The only way
for the user to unload it is through Add/Remove Programs.
