Disable Delegation?

Is there a way to disable the delegation tab and or the ability to access these options? I checked through the Office Admin templates but could not find anything. Our users cannot seem to understand the difference between delegation and read permissions and offer setup delegations causing all kinds of issues. I would like to disable or remove the tab if possible.
