Disable "Forward as iCalendar"

I'm trying to disable forwarding (and common workarounds...change the
recipient in a 'reply', etc.) in a meeting request. (1) I can disable the
'forward, 'reply', and 'reply all' buttons using forms, but is there any way
to disable the 'Forward as iCalendar' button, maybe using VBA? (2) When
someone is responding accept/tentative/decline/propose-new-time, is there a
way to disable the "edit the response before sending" prompt option?

My company does not have IRM as an organizational thing, and requiring
recipients to sign up externally by themselves for the IRM service is not an
option for me from a professionalism standpoint. Thank you!

And IRM doesn't work with meeting requests.

1) You should be disable any menu or toolbar command, such as Forward as
iCalendar, by using a Group Policy Object. The article at
http://office.microsoft.com/en-us/assistance/HA011402401033.aspx explains
how; look at the section on "Disabling menu items and command bar buttons."

2) Not that I know of. Why can't the recipient simply ignore the response?
