Disable Mail Format tab

We are running Outlook 2000 and I'm trying to disable the
Mail Format tab under options. Any ideas?

I can gray out the Options tab by disabling the Object ID
in the Outlook Administrative Template but can't find the
Object ID for the Mail Format tab.

The property pages themselves aren't available to the Outlook object model.
You'd have to use a group policy in a group policy editor and roll out that
policy when you install Outlook to enforce something like that if it's even
configurable.
