Disable Mark As Unread Option

Is there a way to disable the marked as unread option. So
a user cannot read an e-mail and then set it back as new?

You could disable that menu command with a group policy. If you don't want
to write your own code to recurse the Explorer.CommandBars and
Inspector.CommandBars collections to get the command's ID, you can use
either the CommandBars Browser or Outlook Spy tools listed at
http://www.slipstick.com/dev/vb.htm#tools
