Disable new Phishing Feature Using Group Policy

Is there a way to disable the checkbox under junk mail in outlook that warns
about unsafe links using a Group Ploicy? When I go to the currently installed
Group Policy there isn't an option to turn this off. The ADM file that the
policy is based on is from 2004. Is there a newer one? I have tried to find
one but can't seem for find a new version of the office 2003 resource kit.
