Disable Offline Folders

I am having trouble disabling offline folders in Outlook 2002. When i go into
my account settings to the 'Offline Folder File Settings' the 'Disable
Offline Use' button is greyed out.

We don't have any group policies in place to enforce this so how do i allow
access to this setting?
