Disable Outlook Contacts?

All,

My company is trying to implement Act! as their default client info
database. The problem that we are experiencing is that most users
dont' use Act! and use Outlook Contacts, becuase its easier to use.
Now, management want me to disable Outlook Contact, to force people to
use Act!
How can I disable Outlook Contact? and if so, what can happen?

Outlook provides no way to disable any of its built-in modules.
