disable reviewing toolbar Word

How do I disable the reviewing toolbar in Word without creating a new macro
and etc.? All of my staff uses Outlook 2003 to send mail, and all have the
option to "Add properties to attachments to Enable Reply with Changes"
DESELECTED. Isn't that what this option was for?

Do the files contain comments and tracked changes? What's your setting for
"Make hidden markup visible when opening or saving" in WORD's
Tools/Options/Security?
