disable screen saver installation

hi,

is it possible to disable user self installation of screen saver?
this is to prevent any unauthorised screen savers and to prevent users to
write into the hdd with unneccessary appilcations.

1 example of screen saver that can be installed by any user wo
administrative rights can be location at www.webshots.com
