Disable scroll Mouse.

I have a form that is meant to only accept input for one record. I have the
navigation buttons turned off. The only way to close the form is to exit. My
question is i have noticed that moving the wheel on a scroll mouse acts like
the navigation buttons. Could you please tell me how to disable a scroll
mouse button in code.
