disable Speech Recognition

I have a computer that has Windows XP and Office XP and
every time it runs Excel it says that the computer cannot
run Speech Recognition because it needs a 400Mhz and a
certain amount of ram. This is annoying because it means
it takes longer to get into Excel. Is there any way that I
can tell Office not to try to use Speech Recognition,
because I do not want it, nor need it.

Turn it off: Tools > Speech

But when i looked there, all i could see was the option
for the speech to text toolbar. Little more detail please,
if its not too much to ask?

Clicking the Tools option toggles Speech on and off.

You can remove the Speech Recognition portion of Office XP
by using Add/Remove Programs in the Windows Control panel,
choosing the Microsoft Office XP item and changing the
Installed Feature set to set the Alternative Input issues
to 'not available'
