Disable TIP?

I am using a Gateway M275 with XP SP2 and ON SP1

When I boot up and don't use the pen the floating TIP doesn't come up, but
if I start using the pen, the TIP starts popping up. Like it should.

After I stop using the pen and go back to the mouse, The TIP still pops up.

The TIP also starts popping up after the machine comes out of hibernation.

How do I disable the floating TIP when I don't want it to pop up?

The Tablet Input Panel set to Undock position, correct? Since installing XP
SP2 and the Tablet PC Edition 2005, have you gone through to update all your
drivers? Which Wacom driver are you using? You may wish to download the
latest one from www.wacom.com/tabletpc. If you have additional issues, I'd
suggest you post to the microsoft.public.windows.tabletpc newsgroup where we
support users on Tablet PCs. I don't believe this to be a OneNote issue.
